It is possible to create an invalid ObjectID where the attributes out of order

    • DOFObjectID_Create, and DOFObjectID_Unmarshal allow an ObjectID with the attributes out of order to be created.  dof-2009-1-spec-4 requires that attributes appear in increasing order based on Attribute Identifier.
