It is possible to create an invalid ObjectID where multiple attributes have the same id

    • DOFObjectID_Create, and DOFObjectID_Unmarshal allow an ObjectID where multiple attributes have the same attribute id.  dof-2009-1-spec-5 requires that each attribute identifier appear at most once per ObjectID.
