We need to add long-term test that verifies that a provide/interest operation doesn't get dropped after reaching the maximum count of retries permitted for the operation.

The test should retry a provide, interest, subscription, or registration operation every minute, and verify that once the maximum count (255) of retries is reached the operation doesn't get dropped.
